"SMUGGLING" - The attention of Officers of Deck and

Engine Depts. is again directed to Circular No. 175 (page 69 of "Fleet General Instructions")

Double-

bottom ships in particular require the clo sest search in

order to ascertain that no floors have been blanked off

for smuggling purposes:

special attention must be

paid to Coffer-dams in oil-burning and turbine steamers.

In one of the Company's steamers recently a large quantity

of opium was found in the Coffer-dam in way of the

Lubricating Oil Drain Tank in the Engine-room."

Smuggling:- Officers of Deck and Engine Dep'ts are to do everything possible to prevent the construction of

hiding places which may be used for smuggling. of the Company's steamers recently undergoing overhaul a portion of the Forepeak was found to be altered for

smuggling purposes. Officers should satisfy them selves that during overhaul only such work as has been sanctioned

by written orders, of which they have duplicates, is being

undertaken. In the event of unauthorized work being

found a report should be made at once to the Superinten-

dent in charge of the overhaul.
